ATIPPA Public Body Survey
Introduction
In our 2008–2011 Business Plan, Commissioner Ring set out the following statement as Objective 3:
By March 31, 2011 the Office of the Information and Privacy Commissioner will have completed a survey with all 467 public body ATIPPA Coordinators to determine the coordinator continuity and/or turn-over rate and make appropriate recommendations to the head of the public body.
In November 2010 the Office of the Information and Privacy Commissioner ("OIPC") undertook an ambitious endeavour to make contact with the Access and Privacy (or "ATIPP") Coordinator representing each public body in the Province.
The ATIPPA Public Body Survey not only sought to meet this goal, but also to determine the level of training of the ATIPP Coordinators and to establish if there were gaps that could be identified that would assist the Coordinators in performing their duties consistently and efficiently. Utilizing a pre-planned survey and employing methods from traditional mail to electronic mail as well as faxes and telephone calls, the OIPC successfully received input from every one of the 429 public bodies in Newfoundland and Labrador.
What follows is a detailed report and multiple spreadsheets containing invaluable information on ATIPP coordinator turn-over rate, training, and future needs.
